Introduction

Senior Community Service Employment Program (SCSEP) Title V provides part-time community service work to individuals at local non-profit, governmental or public agencies while they continue to seek employment outside of the program.

Men and women 55 years of age and older who meet income guidelines may be enrolled in the SCSEP Program. SCSEP participants have many different assignment (job) classifications. A few examples are: receptionists, clerical assistants, data entry clerks, bookkeepers, custodians, child/adult day care assistants, and nutrition assistants.


Earning While Learning

Paid work experience allows participants to develop or enhance their skills. Formal and informal training is given on the community service assignment. In addition, Supportive Services Corporation provides job development services, classroom training, or a combination of these.

Supportive Services provides full financial responsibility (wages, state-mandated fringe benefits, worker's compensation and general liability) for an enrollee who is placed in a community service site. Written personnel policies & procedures and time sheets/pay schedules are provided for each participant.

Host Agency (Community Service Site)

An agency must be a not-for-profit 501 (c) (3) or governmental/public agency to qualify as a host agency. Work sites (host agencies) are selected to furnish supervision, instruction and training for assigned SCSEP participants. Host agencies' responsibilities include keeping time sheets and completing performance evaluations. Host agencies also agree to consider hiring SCSEP participants whenever job openings occur for which the participant is qualified.


Background

Since 1969, the local Senior Community Service Employment Program has been in operation. The Senior Community Service Employment Program is funded through the US Department of Labor under the Older Americans' Act. It is administered by Senior Service America, Inc. a national sponsor located in Silver Spring, Maryland , and the New York State Office for the Aging. Supportive Services Corporation operates the local Senior Aides Program through the Erie County Department of Senior Services.
